The article discusses Cambridge Analytica (CA), which reportedly used psychographic data models to target voters through social media in the 2016 US election based on their modeled biases.
While is appears CA posses some abilities and technologies to build psychological profiles of people using their online activities, and to influence people's decisions and behaviors through social media , it appears they also to have a history of using more mundane methods, such as posters, to drive public opinion. For example, this example in Latvia:

This article highlights some of the potential risks to the democratic process, or to the ability for foreign actors to increase civil unrest, by using the “psychology of influence”. While it appears CA may have been active in 'manipulating' people's or communities behaviors for years, the ability to improve personal profiles and to accurately target individuals based on those profiles by using social media, has added an increase level of reach and effectiveness to CA, and others, abilities.
